Dear Fletcher,
I hate to trouble you, but I have been asked again to give my views on the matter, which has been misunderstood if, after all, it is to be forwarded to the Secretary of State.
The paramount owners of the Kowloon-Canton Railway (KCR) are the Oriental Syndicate and the Straits & Siam Co. Ld. and the Tel. Co. Ld., with whom negotiations have been going on at Singapore (pp. attached). Mr. Fletcher had better read those papers and then put forward his points, which we will then consider in consultation with Mr. Bushe.
